Position Overview: 

BLN24 is seeking a Technical Lead/Scrum Master to lead development of the client’s centralized web platform for security and privacy policy guidance. This hybrid role combines hands-on technical leadership with agile facilitation. The Technical Lead/Scrum Master ensures architectural integrity, code quality, and delivery predictability while coaching the team on agile practices and eliminating impediments. The team applies agile development practices to improve usability, search functionality, accessibility (Section 508 compliance), and security. Success is measured through user engagement metrics, retention rates, and Net Promoter Scores (NPS). 

Key Responsibilities: 

  • Lead solution design, architecture, and complex implementation tasks. 

  • Facilitate Scrum ceremonies (planning, daily stand-ups, reviews, retrospectives). 

  • Partner with Product Owners to refine backlog, define acceptance criteria, and align scope to objectives. 

  • Track and improve delivery metrics (velocity, cycle time, defect rates). 

  • Manage dependencies, risks, and release planning; remove impediments. 

  • Champion DevSecOps practices, code reviews, and test automation. 

  • Mentor engineers; foster continuous improvement and psychological safety. 

Required Qualifications: 

  • 8+ years in software delivery, including 2+ years as a technical lead and 2+ years as a Scrum Master. 

  • Strong command of modern application architectures (microservices, APIs, cloud). 

  • Hands-on experience with Agile tools (Jira/Azure Boards), CI/CD, and quality practices. 

  • Excellent facilitation, conflict resolution, and stakeholder management skills. 

  • Bachelor’s in CS/Engineering or equivalent; CSM/PSM or equivalent certification preferred. 

  • US. Citizenship Required
