Job Summary:
We are seeking an experienced and strategic Director, Program Management to lead federal client engagement, technical and program delivery, and internal PMO operations across a portfolio of government contracts and technology initiatives.
This leader will serve as a senior point of accountability for assigned federal clients and programs, with significant responsibility for leading integrated technical delivery across Agile development, Operations & Maintenance (O&M), and program management. The Director will ensure contractual commitments, financial targets, technical delivery objectives, system performance, and client expectations are consistently achieved while strengthening PMO governance and operational excellence.
The ideal candidate is a technically fluent program leader who combines federal contracting and client management experience with strong technical delivery, financial management, and PMO leadership. This individual must be equally comfortable engaging with federal executives and Contracting Officer’s Representatives (CORs), leading technical and program teams, managing complex delivery challenges, reviewing program financials, and briefing executive leadership on program performance and risk.

Key Responsibilities:
  • Serve as the senior relationship and escalation point for assigned federal clients, building trusted relationships with government executives, CORs, Contracting Officers, and key stakeholders.
  • Lead integrated technical and program delivery across Agile development, O&M, and program management, ensuring alignment with client mission, contractual requirements, scope, schedule, budget, and performance objectives.
  • Partner with technical leads, architects, product owners, and Agile teams to manage technical roadmaps, releases, dependencies, risks, production issues, and delivery commitments.
  • Drive quality, system performance, and continuous process and performance improvement across development, O&M, and program management activities.
  • Ensure mission-essential systems and operations maintain required levels of availability, scalability, resiliency, security, and performance; drive corrective actions for delivery or operational issues.
  • Lead program roadmaps, change management, governance, and impact assessments, ensuring alignment among client priorities, technical delivery, delivery capacity, and stakeholder expectations.
  • Lead and develop program and project managers while partnering across Technology, Finance, Contracts, Talent/HR, and Growth to ensure successful program execution.
  • Establish and continuously improve internal PMO standards, governance, tools, reporting, and project management processes.
  • Oversee program financial and contract performance, including revenue, margin, budgets, forecasts, utilization, profitability, funding, staffing, and subcontractor management.
  • Develop program and account strategies aligned with federal client priorities; identify organic growth and recompete opportunities and support capture and proposal activities.
  • Provide executive visibility into program and technical delivery health, including milestones, releases, financial performance, client satisfaction, risks, dependencies, production performance, and corrective actions.

Qualifications:
  • Bachelor’s degree in Business Administration, Project Management, Information Technology, Engineering, or a related field; Master’s degree preferred.
  • 10+ years of program or project management experience, including significant experience supporting federal government clients, contracts, and large-scale technology programs.
  • 5+ years of leadership experience managing program, project, technical delivery, or multidisciplinary teams and complex portfolios.
  • Demonstrated experience leading technical delivery for large-scale federal digital services or mission-essential systems encompassing Agile development, production O&M, and program management.
  • Strong technical fluency and demonstrated ability to work effectively with architects, engineering leaders, product owners, and delivery teams to manage technical roadmaps, releases, dependencies, risks, and production issues.
  • Experience managing mission-essential environments requiring high availability, scalability, resiliency, security, system performance, and continuous operational improvement.
  • Strong understanding of the federal contracting environment, including experience working with CORs, Contracting Officers, program offices, and executive stakeholders.
  • Demonstrated experience working within or leading delivery using the Scaled Agile Framework (SAFe) and other Agile delivery practices.
  • Experience establishing or improving PMO governance, portfolio reporting, change management, quality management, and continuous improvement processes.
  • Experience managing program financials, including revenue, margin, budgets, forecasts, labor utilization, and profitability.
  • Strong executive communication, client relationship management, problem-solving, decision-making, and team leadership skills.
  • Proficiency with project and portfolio management tools such as Jira, Confluence, Microsoft Project, or similar platforms.

Preferred Qualifications:
  • Experience supporting the Centers for Medicare & Medicaid Services (CMS), the Health Insurance Marketplace/Healthcare.gov, or comparable large-scale federal healthcare programs.
  • Knowledge of federal healthcare, health insurance, and Marketplace concepts and related business processes.
  • Familiarity with Adobe Experience Manager (AEM) and AEM Forms in large-scale digital service environments.
  • PMP certification preferred; SAFe or related Agile certification preferred.
  • Experience with federal contract types such as T&M, FFP, cost-reimbursement, IDIQ, and BPA task orders.
  • Familiarity with the FAR, federal acquisition practices, and contract compliance requirements.
  • Experience supporting account growth, recompetes, capture, proposals, and client presentations.
  • Experience managing subcontractors, teaming partners, and distributed delivery teams.
