Position Overview:
The Program Manager (PM) will serve as the lead for contract performance across all CG-092 components: Congressional Affairs, Public Affairs, External Affairs, and Heritage.
Lead a cross-functional team of SMEs in public relations, digital media, strategic communications, multimedia production, curatorial services, and collections management. Ensure integration and alignment across communication efforts to support CG priorities and missions. Act as the single point of contact for Contracting Officer (CO), Contracting Officer's Representative (COR), and key government stakeholders.

Position Overview:
The Program Manager (PM) will serve as the lead for contract performance across all CG-092 components: Congressional Affairs, Public Affairs, External Affairs, and Heritage.
Lead a cross-functional team of SMEs in public relations, digital media, strategic communications, multimedia production, curatorial services, and collections management. Ensure integration and alignment across communication efforts to support CG priorities and missions. Act as the single point of contact for Contracting Officer (CO), Contracting Officer's Representative (COR), and key government stakeholders.
Key Responsibilities:
- Provide strategic counsel to stakeholders across CG-092 on campaign planning, internal and external messaging, stakeholder engagement, and media relations.
- Oversee development of Communications Action Plans (CAPs), digital engagement strategies, speeches, white papers, social media campaigns, and multimedia content.
- Supervise the creation and maintenance of digital content across platforms (web, social, video, podcasts) aligned with CG branding and communication goals.
- Guide analytics tracking, audience segmentation, and optimization of digital engagement strategies.
- Oversee operations related to the Coast Guard’s Heritage Asset Collection, the Curatorial Services Program, and the National Coast Guard Museum support.
- Ensure compliance with industry standards in collections management, preservation, and public outreach.
- Maintain contract compliance with federal regulations (508, FOIA, copyright, licensing, etc.).
- Establish quality assurance metrics and protocols for deliverables.
- Prepare detailed progress reports, performance assessments, and compliance documentation.
Required Qualifications:
- Bachelor’s degree (Master’s preferred) in Communications, Public Affairs, Museum Studies, Public Administration, or related field.
- 10+ years of progressive leadership experience managing communications or public affairs contracts for federal clients, including experience with military agencies.
- Demonstrated success managing multi-disciplinary teams and subcontractors under complex, multi-year government contracts.
- Strong understanding of federal communications protocols, congressional relations, and strategic messaging within a government context.
- Experience with multimedia production workflows (video, audio, podcast), and web content governance.
- Familiarity with heritage/museum management databases (e.g., PastPerfect, Proficio) and related archival standards.
Preferred Qualifications
- Previous support to the U.S. Coast Guard or similar maritime/military agency.
- Working knowledge of DHS branding standards.
- Expertise in analytics tools for digital engagement (e.g., Google Analytics, Meta Insights).
- Experience supporting federal museum, heritage, or educational outreach programs.
