Position Overview:
BLN24 is seeking a motivated Program Manager/Scrum Master to join our delivery team supporting NOAA. In this role you will lead the cloud migration program, ensuring that Agile practices, program oversight, and stakeholder engagement are seamlessly executed. This role ensures NOAA’s mission-critical applications achieve the performance, security, and availability necessary to protect life and property through timely weather and climate forecasting.


Key Responsibilities:
  • Oversee program schedule, risks, deliverables, and stakeholder engagement.
  • Facilitate Agile ceremonies and foster a collaborative culture.
  • Coordinate with COR, government executives, and technical leads.
  • Provide program reporting (bi-weekly, monthly) and documentation.
  • Travel to support stakeholder workshops, sprint reviews, and program planning.

Required Qualifications:
  • Bachelor’s degree in IT, Computer Science, Engineering, or related field.
  • 5–8 years of experience in program or project management, including federal IT programs.
  • 3+ years of experience managing Agile teams (Scrum, SAFe, or equivalent).
  • Certified Scrum Master (CSM) or PMI-ACP.
  • Excellent written and verbal communication skills.

Preferred Qualifications 
  • Master’s degree in Management, Engineering, or related field.
  • Experience with AWS cloud migration or IT modernization projects.
  • PMP certification.
  • Prior experience working with NOAA or similar mission-critical federal programs.
