Position Overview: 
BLN24 is seeking an organized, detail-oriented Executive Secretariat Program Manager to support
publications, issuances, and project coordination at Walter Reed National Military Medical Center
(WRNMMC). This position combines responsibility for managing official documents throughout
their lifecycle with planning, tracking, and coordinating projects that support hospital leadership
and administrative operations.

The successful candidate will guide policies, administrative instructions, procedures, and related
forms through development, stakeholder review, approval, publication, and periodic updates. The
role also requires managing schedules, dependencies, action items, and competing priorities across
multiple directorates. Experience supporting the Defense Health Agency, military healthcare
organizations, or military treatment facilities is preferred.
 
Key Responsibilities:

Publications and Executive Secretariat

  • Manage the lifecycle of official publications and issuances, including development,
  • coordination, review, approval, dissemination, revision, supersession, and cancellation.
  • Review documents for clarity, completeness, formatting, consistency, and alignment with
  • applicable organizational guidance.
  • Coordinate clinical, legal, safety, administrative, and leadership reviews, consolidating
  • feedback and helping document owners resolve comments.
  • Ensure policies, procedures, instructions, and associated forms remain consistent and properly
  • linked.
  • Maintain an organized publications repository with accurate version control, approval records,
  • review dates, and document status.
  • Identify publications approaching review deadlines and coordinate timely updates with
  • responsible offices.
  • Develop and maintain templates, preparation instructions, and submission checklists that help
  • directorates produce complete review packages.
  • Support executive correspondence, records, and forms management during absences, workload
  • surges, and other assigned needs.
  • Prepare complete, decision-ready packages for Government review and approval.

Project Management
  • Develop and maintain project plans, schedules, milestones, and deliverable trackers for
  • assigned publications and administrative initiatives.
  • Coordinate multiple concurrent projects, identifying dependencies, required decisions,
  • resource needs, and potential delays.
  • Maintain action, risk, issue, and decision logs with clear owners and due dates.
  • Facilitate working sessions and stakeholder meetings, document decisions, and follow up
  • on outstanding actions.
  • Monitor progress against agreed schedules and elevate issues requiring leadership
  • attention.
  • Prepare status reports and briefings covering completed work, upcoming deadlines,
  • overdue actions, risks, and recommended next steps.
  • Coordinate changes in priorities and scope with Government stakeholders and
  • communicate their effects on schedules and deliverables.
  • Identify opportunities to improve document routing, review cycles, tracking, and
  • collaboration across directorates

 
Required Qualifications: 

  • Bachelor’s degree in Business Administration, Public Administration, Communications, or a related field, or equivalent relevant experience.
  • At least five years of relevant experience in publications management, executive secretariat support, project management, or a combination of these areas.
  • Demonstrated ability to manage official documents through multiple stages of review and approval.
  • Experience coordinating projects involving multiple stakeholders, competing priorities, and firm deadlines.
  • Strong writing, editing, proofreading, and document-formatting skills.
  • Proficiency with Microsoft Word, Excel, PowerPoint, Outlook, and SharePoint or comparable document-management platforms.
  • Experience maintaining schedules, tracking actions, preparing status reports, and briefing stakeholders.
  • Ability to work independently, exercise sound judgment, and communicate effectively with senior leaders and staff.
  • Availability to work onsite at WRNMMC three days per week and satisfy applicable Government suitability and access requirements.

 
Preferred Qualifications: 

  • Experience supporting the Defense Health Agency, Military Health System, a military treatment facility, or a defense health program.
  • Experience managing publications, issuances, policies, correspondence, or records within a federal or military organization.
  • Familiarity with military command structures and executive coordination processes.
  • Experience supporting hospital administration or coordinating clinical and administrative stakeholders.
  • Project Management Professional (PMP), Certified Associate in Project Management (CAPM), or comparable project-management training.
